Minutes of the 2012 Summer Board Meeting, Mooresville, NC
Friday-Saturday, September 21-22, 2012
The HML Officers and Directors took a tour of the Mooresville Graded Schools on Friday, September 21, 2012. The tour was hosted by Mark Edwards, Superintendent, and Tanae Sump-McLean, and Jean Millaps, of the district office, as well as the students, teachers and administrators of Mooresville High School and East Mooresville Intermediate School.
The Horace Mann League Summer 2012 Board Meeting.
The 2012 Summer Board Meeting was called to order by President, Mark Edwards at 1:00 pm in the meeting room of the Marriott Springhill Suites, Mooresville.
Officers and Directors present: Mark Edwards, Joe Hairston, Gary Marx, Evelyn Blose-Holman, Martha Bruckner, Carol Choye, Charles Fowler, James Harvey, Eric King, Stan Olson, and Jack McKay.
1. Motion by James Harvey, seconded by Evelyn Holman, to approve the minutes of the 2012 Winter Board Meeting and the 2012 Annual Meeting. Passed.
2. Discussion of regional events:
1. Political conservatism, a perfect storm for the demise of public education, and the implications of virtual K-12 delivery.
2. Demand for testing and relation to teacher effectiveness to justify charters.
3. Fiscal conservatism at the governor’s level.
4. Charter school campaign supported by the Gates Foundation.
5. Fiscal decisions moving from school board to the mayor’s office, attaching public education as a political move.
6. Great amount of profit connected to the common core movement, continuing abuse of the public school teacher.
7. Swing state gets a lot of attention.
8. Major issue was the principal’s ability to hire teachers in his/her school, administrator testing for continuing certification.
9. Lack of respect for the public school teacher, the “end-running” to the legislature by the corporate leaders, the educational associations must come together.
10. The value of working together for the positive results for kids, our school is the American school.
11. Sound bits to promote policy, but no hint of how to implement, take the positive steps to relate issues to the wider community. Is there a public in public education?

- Education Index
James Harvey presented a media presentation of how the use of graphics to present the “Indexes of Factors Impacting Public Education .”
How does the presentation represent the public education achievements while at the same time convey the environment of public education in the United States?
How will the product be dispersed to the educators, legislators and other citizens about public education?
b. An update on the “Educational Indexes” will be presented at the 2012 Annual Meeting.
- Recruitment and Retention
Reviewed the need for all board members to submit a list of 20 names of potential members. Also encouraged to follow-up letters with personal notes and phone calls about becoming a HML member. State association executives will be invited to attend the annual meeting/luncheon as guests of the HML.
- Affiliations-
Working on building stronger ties with AASA, PDK, and ASCD.
- Corporate Sponsors for 2012-13
Mark Edwards reported that six corporate sponsors will likely be able to continue support of the League in 2012. Possibly more.
Sponsors for 2012 are: Promethean, Pearson, Cisco, Follett, Discovery, and Apple.
- ASCD Presentation in Philadelphia
James Harvey reviewed the presentation at the ASCD conference in Philadelphia in April.
- Update on Members
Jack McKay reviewed the membership trends during the last 20 years. Suggestion was to withdraw access the HML blog after six months. Encouraged to submit the 20 names.
All new members are mailed a 8×10 metal frame with clear plastic cover protecting the annual membership certificate.
- Update on Revenues and Expenditures thru August 2012
Jack McKay reviewed the revenues and expenditures for the 2012 year.
- Update on the HML Blog
- Comments:
- Discussion about the blog relative to audience and content.
- Nice comments regarding content
- Published every Monday morning
- Desire to sustain a balanced approached to issues
- Encouraged to make suggestions about content
- Suggestion to promote blog services
- Suggestion to promote more about the Horace Mann League in the blog
- Update on Book sales for 2012
- Major sales to Plano ISD, Baltimore Co.PS, and Issaquah.
- Suggestion to promote sales via the blog.
10. Update on legal issues
- Brief update on Fisher v. University of Texas.
11. Discussion about quarterly publication of HML Notes
- Suggestion to have two issues per year. First issue promoting the Annual meeting. Second on theme.
13. Discussion of the HML Dues Structure
Based on the need to continue current services and obligations, it was determined that there was a need to increase the membership dues from $75 to $85.
Moved by Joe Hairston, seconded by Charles Fowler, that the annual membership dues be increased from $75 to $85 per year, starting in October 2012. Passed.
Dues for retirees and graduate students remain at $50 and $25 respectively.
12. Nomination of New Directors
- Eight suggested as directors. Criteria used were: regional, length of career experience, ethnicity, gender, potential to recruit new members, interest as shown by attending the Annual Meeting.
- Suggestion to invite all state association executive directors or their representative.
- All suggested nominees will be invited to the Annual Luncheon
- 13. Nomination of Vice President
- Charles Fowler was selected by the Nominating Committee to be the Vice President to be nominated.
- 14. Discussion and Selection of Awards
- Determined to have one featured speaker. Mark Edwards will make initial contact with selected speaker. The Board made three choices.
